All You Need to Know About Assessment Validation and Validating Assessments

Post-registration, RTOs are tasked with many responsibilities including annual declarations, AVETMISS reporting, and marketing compliance, and validation is often the most challenging.

Although we have published several articles on validation, let’s revisit the term. ASQA describes validation as a quality review of the assessment process.

Simply put, validation confirms which aspects of an RTO's assessment process are right and identifies where improvements are needed. A clear understanding of its main components makes it less intimidating.

The 2015 SRTOs Clause 1.8 requires RTOs to make sure their assessment systems, including RPL, are compliant with training package requirements and conducted per the Principles of Assessment and Rules of Evidence.

The standards necessitate conducting two types of validation.

The first type of validation ensures that your RTO's assessment meets the requirements of the training package within your scope.

The next type of validation confirms assessments are carried out following the principles of assessment and rules of evidence.

This shows that validation happens pre- and post-assessment. We will focus on the first type—assessment tool validation.

An Overview of the Two Types of Assessment Validation

Comprehending Assessment Validation

As noted earlier and in our earlier blog entries, validation is split into two stages: (1) assessment tool validation and (2) post-assessment validation.

Pre-assessment validation, or assessment tool validation, relates to the first part of the clause, emphasizing the need to meet all unit requirements and ensuring all workbooks are 100% compliant.

Conversely, post-assessment validation focuses on the implementation side, ensuring Registered Training Organisations conduct assessments in line with the Principles of Assessment and Rules of Evidence.

Steps to Perform Assessment Tool Validation

After reviewing the two types of validation, let’s explore the specifics of assessment tool validation.

When Assessment Tool Validation Should Be Done

Assessment tool validation is intended to confirm that all elements, performance criteria, and performance and knowledge evidence are met by your assessment tools.

This implies that any time you get new learning resources, assessment tool validation must be done before they are used by students.

There's no requirement to wait for your next 5-year cycle validation schedule. Validate new resources promptly to ensure they’re ready for students.

However, there are additional reasons to conduct this type of validation. Perform assessment tool validation also when you:

- resources are updated by you
- new training products are added by you on scope
- reviewing your course against training product updates
- identifying your learning resources as a risk during your risk assessment

ASQA's risk-based approach to regulation necessitates regular risk assessments by RTOs. If there are student complaints about learning resources, it's an opportune time for assessment tool validation.

For validating your assessment tools, you will need the full array of your learning resources:

Mapping tool – start with this document. It illustrates which assessment items address unit requirements, making validation quicker.

Learner/student workbook – ensure it's appropriate for use as an assessment tool. Check if instructions are clear and answer fields are sufficient. This is a frequent gap.

Assessor guide/marking guide – verify that instructions for assessors are comprehensive and clear benchmarks for each assessment item are present. Clear benchmarks are key to reliable assessment outcomes.

Other related resources – may include checklists, registers, and templates developed separately from the workbook and marking guide. Validate these to ensure they suit the assessment task and address unit requirements.

Panel of Validators

Clause 1.11 outlines the criteria for validation panel members, specifying that validation can be done by one or more people. RTOs typically require all trainers and assessors to participate, occasionally inviting industry experts.

Collectively, your validation panel should have:

Vocational competencies and industry skills relevant to the unit being validated

Recent expertise and skills in vocational teaching and learning

Any one of the following training and assessment qualifications:

TAE40116 Certificate IV in Training and Assessment or an updated successor

Validation instrument/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.

Although ASQA does not recommend or require a specific template for assessment tool validation, numerous templates can be found online. These tools typically have validators examine the tools holistically to determine if they meet the principles of assessment.

Although these templates ease the validation process, they can cause errors in judgment as there is minimal space for commenting on each assessment item.

Fundamental Principles of Assessment
Fairness – Does the assessment provide equal opportunity and access to all participants?

Flexibility – Does the assessment provide different options to demonstrate competence according to individual needs and preferences?

Validity – Is the assessment evaluating what it is intended to evaluate? Is it a valid tool for assessing the required skill or knowledge?

Reliability – Will the assessment give consistent results every time, no matter who conducts the training? Will different assessors consistently decide on skill competence?

Basic Rules of Evidence

Validity – Is the evidence showing that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is there adequate evidence to confirm the learner has the required skills and knowledge?

Authenticity – Does the assessment tool ensure that the work is the get more info candidate’s own?

Currency – Are the assessment tools based on current units of competency and modern industry practices?

Although these are often addressed in VET professional development and nationally recognised training, numerous tools fail to meet these requirements.

To prevent using learning resources that fail to address some unit requirements, ensure you follow these guidelines:

Lead by Example

Pay attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:

Perform each of the following tasks at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication per service and regulatory requirements:

diapering

bottle preparation, feeding babies from bottles, and cleaning equipment

prepare solids and feed babies

respond to baby signs and cues appropriately

prepare and settle infants for sleep

monitor and support age-appropriate physical exploration and gross motor skills

Getting students to describe changing nappies for babies under 12 months doesn’t meet the unit requirement. Unless the requirement assesses underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.

Heed the Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Mind the numbers. In our CHCECE032 example, one unit requirement asks students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby won’t suffice.

All or No Competence

Mind the lists. In the previous example, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Provide More Detail

Every assessment item must include clear and specific benchmark answers to guide the assessor’s judgment on student competence. Consequently, ensure your instructions are clear and not confusing for students or assessors. For example:
What kind of information can be included in a work package?
What details can be included in a work package?

Answers might include:

Required resources

Pertinent costs

Activity length

Specified roles and responsibilities

When an assessment item requires multiple answers, indicate the number of answers needed from a student. This way, your assessment is reliable, and the evidence collected is valid.

This is also true for assessment items with double-barrelled questions or those that require multiple answers at once. These can confuse students and assessors, as demonstrated in the sample question below:

Name a hazard and/or environmental issue in the workplace and choose the most effective hazard control hierarchy.

Answers might include, but are not limited to:

Weather conditions – work area isolation, engineering, PPE

Work area and ground conditions – eliminating hazards, isolation, use of engineering controls

People – isolating, use of engineering controls, administrative controls

Structural hazards – substituting, isolation, use of engineering controls

Chemical hazards – isolation, engineering, administration

Equipment or machinery – isolation, engineering controls, administration

Steering clear of double-barrelled questions makes it easier for students to respond and for assessors to judge student competence accurately.

Considering these requirements, you might wonder, “Don’t learning resource developers have audit guarantees?” But these guarantees mean you have to wait for an audit to rectify noncompliance. This impacts your compliance history, so it’s wiser to take a safe and compliant approach.
